The Society’s children services, including Foster Care Service, After School Care and Support Programme (ASCSP), Neighbourhood Support Child Care Project (NSCCP) and the Pilot Scheme on Social Work Service for Pre-primary Institutions (PPI), offered support services to children and families in need through such means as online learning support and donation of materials. We also assisted pupils on adapting to the arrangement of class resumption and their learning progress and supported parents as well.

Establish District-Based Social Work Team in Tuen Mun
Following the successful completion of the Pilot Scheme of the Social Work Service for Pre-Primary Institution (SWSPPI) in July, 2022, the Social Welfare Department (SWD) has taken steps regularised the scheme on a district-based approach. The Society began to serve the pre-primary institutions in Tuen Mun district in August, 2023 and the Tuen Mun (East) Service Centre started operation in November, 2023 to provide dedicated support with in the district. Our social work team will continue to prepare for the full implementation of the district-based SWSPPI in 2024-2025.
Provide Quality Child Care Services to Needy Families
The Society was keen on rendering quality childcare services to support the families in need. The Foster Care Service and Neighbourhood Support Child Care Project (NSCCP) sought to recruit quality foster parents and carers in response to the increasing child care needs in the community.
This year, Foster Care Service worked closely with the SWD and other service partners, implementing a multifaceted approach to recruit more foster parents to provide high-quality care for children in need. This included the "One-Plus-One" programme in collaboration with the SWD, which encouraged potential foster parents to sign up with a family member or friend to offer mutual support. There was also a concerted effort to enhance public understanding of the meaning and importance of foster care, appealing to people with a genuine passion for caring for children and emphasising that anyone in good health with the willingness to provide a safe environment could become a foster parent. Crucially, as promulgated in 2023 Policy Address, the government will substantially increase the incentive payments for foster families and make additional support available, especially for those caring for children with special needs or higher care requirements. This multi-pronged approach aimed to attract more qualified individuals to join the foster care system and offer stable, nurturing homes for vulnerable children.
In Tseung Kwan O district, we also take up an active role to promote the Neighbourhood Support Child Care Project and to convey the message of "Preventing Leaving Children alone at Home" to the public by setting up promotional counters and liaison with kindergartens and primary schools for community education. In order to ensure the service quality and strengthen parent’s confidence in using NSCCP service, regular professional training and workshops with various topics were arranged for carers. Carers could be enhanced with childcare knowledge and skills, and their awareness on home safety and child protection could be aroused.
Change Young Lives for the Better
Committed to supporting needy foster children and ensuring they are not deprived due to financial constraints, we established the "Fostering Love Blessing Families" Project Fund in June, 2023. This fund aims to provide financial assistance to needy foster children and their families across various aspects, promoting their overall wellbeing. In the previous year, over 20 foster children and their families were benefited from this fund.
Furthermore, under the theme of "Empowering Families, Overcoming Challenges Together with Foster Children, " we have organised a series of engaging parent-child activities. This collaborative approach empowers both the foster families and the children, as they overcome challenges together.
Provide Diversified Activities to Boost Students' Self-Efficacy and Optimism
Apart from providing academic support, our After School Care Programme (ASCP) aimed at helping students develop an attitude of “independent learning”, and hence reducing family conflicts caused by academic stress. While identifying students in need to provide immediate support, we focused on supporting students' physical, mental, and emotional wellbeing to relieve students’ stress and foster their holistic development. We have organised a variety of activities, including art workshops, English activities, volunteer services and parent-child activities.
